The element of the Presidency cannot be decided by national popular polls, but by the Electoral College. Each state is allowed to allocate electoral ballots equal to its number of the members of the House (population based) and Senators (always 2). The lowest population states thus have three electoral ballots (EVs). The California has 55 EVs. While not a state, Washington DC contains 3 EVs. And there are (538) overall EV’s, so naturally, It has to take (270) to win the Elections.
